At Polytechnic University, the Passport and Visa Department deals with issues of migration registration of foreign nationals arriving from non-CIS countries, CIS countries, and Baltic states to the Russian Federation.

Documents for different categories of foreign citizens

  • Invitation and visa (only for countries with a visa regime)

    A foreign citizen who intends to enroll in FSAEI HE SPbPU must obtain an official “Invitation to enter the Russian Federation”, which is issued by the University through the Office of the Federal Migration Service (FMS) in St. Petersburg and the Leningrad region.

    On the basis of the invitation in a diplomatic mission or consular office of the Russian Federation, a foreign citizen receives a “study visa” for up to 3 months with the possibility of subsequent registration of multiple-entry visa in the Passport and Visa Department of the University.

    The “Study visa” must contain the following information:

    • Surname, first name (written in Russian and Latin alphabets)
    • Date of birth
    • Gender, citizenship (nationality)
    • Number of the main identity document of the foreign citizen or stateless person
    • Visa issue date
    • Authorized period of stay in the Russian Federation
    • Number of the invitation for entry into the Russian Federation
    • Visa validity period shall correspond to the “Invitation to enter the Russian Federation”, issued by the FMS
    • the purpose of the trip shall be “study”, “internship” or “post-graduate course”
    • name of the higher education institution (e.g., Federal State Educational Institution of Higher Professional Education SPbPU)
    • Information about the inviting organization
    • number of entries (single, double, or multiple entries)
    • entry to the course must be made not less than 20 days prior to the expiry of the visa.

    All data in the visa must match the passport data.

    An applicant who has obtained a “tourist visa” does not have the right to study and be registered as a migrant in the Federal State Educational Institution of Higher Professional Education SPbPU.

      According to the Federal Law dated 01.07.2021 № 270-FZ “On Amendments to the Federal Law ‘On the order of exit from the Russian Federation and entry into the Russian Federation’” and article 5 of the Federal Law “On the legal status of foreign citizens in the Russian Federation”, foreign students have the right to apply for a visa invitation for family members. In the case of family members entering the Russian Federation, the student must arrange for the accommodation and official registration at the place of residence of the invited family members.

      • Arrival in the Russian Federation
        1. A foreign citizen must obtain and fill out a migration card when crossing the border in accordance with his/her passport data, where the purpose of entry - study - should be underlined.
        2. The exit parts of the migration cards (Coupons “B”), with entry marks stamped on them, are retained by foreign nationals for the entire period of their stay on Russian Federation territory.
        3. Upon arrival in Russia, students living in the dormitories of the University, within 3 working days should get a migration registration in the Passport and Visa Department and receive a form of notification of a foreign citizen's arrival at the place of arrival.
        4.  A foreign citizen who resides at a private address shall get migration registration privately through the owner of the apartment at the MFC, and within 7 days submit the notification form to the Passport and Visa Department.
        5. If a foreign citizen fails to register for migration in a timely manner, he or she shall be subject to a fine and subsequent expulsion from the Russian Federation.

        Every new entry into the Russian Federation - new migration card - new migration registration.

      • Being in the Russian Federation
        1. The student is obliged to keep track of his documents and comply with all the rules of stay of a foreign citizen on the territory of Russia.
        2. If a passport, migration card or notification form is lost, the foreign citizen must notify the Passport and Visa Department within 3 days.
        3. The student is obliged to obtain an extension of the migration registration and visa from the Passport and Visa Department 30 days (deadline) before the end of the migration registration and 45 days before the expiry of the visa.
        4. If a foreign citizen violated the rules of migration registration (appeared to extend the migration registration and visa on the last day or later), he/she is expelled from the University and by court decision shall leave for home on a transit visa with payment of an administrative fine and no right to enter the territory of Russia for 5 years.
        5. If a student leaves the Russian Federation for a vacation or visits another city of Russia (more than 7 days), he/she is obliged to inform the Passport and Visa Department within 3 days and apply for a new migration registration.
        6. If a student has visited a hotel in St. Petersburg and his/her passport was taken for registration, he/she is obliged to inform the Passport and Visa Department about it within 3 days and draw up a new migration registration.
        7. The student who was hospitalized and was there (even one day) with our registration, after discharge must report it to the Passport and Visa Department within 3 days and arrange a new migration registration.
